Where it applies
Bass is an inshore structure fish on this corridor: harbour edges, harder inserts, night-adjacent water. It is not a sand-flat orada story. It is not a sand-only Italian town lead.
The Free map does not show the full bass habitat. If a place page never grew a bass card, that is the overlay talking, not a missing Latin name. There is no published best-bass-marks-in-Istria list to fill the gap.
Italy is incomplete. A mode chip on Trieste or Rimini is not a certified bass product. Coverage is the live-layer map.
Two honest examples of the gap
A harbour wall can look like bass water and still have no public zone. The chart then stays quiet. That is correct. Do not replace the blank with a copied Rovinj paragraph.
A mixed Folk-5 edge that holds orada and pandora is still not a bass sit. Those fish have their own guides. Bass stays here so the honesty stays in one place.
What Free actually shows
Bass exists in the species list and in some overlays. A visitor who only opens the public place cards will not see a bass card next to orada, mackerel, bonito and pandora. Those four are the public card set. Town text can still mention brancin. A card waits until zones exist.
A knowledge article or a mode chip that names brancin is not a finished habitat map. The Latin card stays the term. This page is the overlay honesty.

Where visitors over-claim
Night harbour lights, freshwater influence and wall structure are classic bass talk. They are also classic ways to ignore class and score. If the pin reads sand only, you are not on a bass plan. If the pin has no zones, you do not have a secret mark. You have a wall.
Savudrija and Umag are orada edges. Rovinj is rock and mixed. Vis is drop. None of those facts become a bass tour because this page exists.
Two working habits
First: believe the overlay. If Free is incomplete, plan the week around fish the public model actually scores: orada, pandora, pelagics when the line is there. Bass is a bonus if the extra overlay is on.
Second: if you already hold VIP or trial, still read class and depth. Score is a model match. A high number on the wrong class is still the wrong sit.
The Habitat Checker can still take a pin. It will not invent a bass zone. That is correct.
Jurisdiction is not this page
Licence copy lives on place pages and on the HR, SI and IT permit URLs. This species page does not reprint prices. It does not tell you which stamp to buy. It tells you the overlay is incomplete.

Trieste, Koper, Pula and Split all have working harbours. That shared fact does not become a bass guide per town. If you already stand on a wall at dusk, confirm the permit for that water, then drop a pin. If the overlay is empty, fish something the public model scores, or stay ashore.
Piran's tip has fetch and tourist pressure. That is a timing problem, not a bass-marks article. Izola is minutes to the first edge. Still not a marks list.

The score is a model match. Depth without class is half a plan. A wall in three metres of sand is not a bass sit because the stone is pretty.
What to fish instead
If bass overlay is off, the week is still a habitat week. Orada on sand and mixed edges. Pandora on mixed. Pelagics at dawn if the line is there. Dentex only where rock and drop have zones. That is the honest menu.
Open the Habitat Checker without pretending the pin is a bass mark. If you hold VIP, read the extra overlay the same way: class, depth, score. Not a town name.
Umag, Pag flats and Rimini stay sand-first. They do not get a bass card just because this guide exists. The pin still wins.
