Do you need a fishing licence in Croatia in 2026?
Yes, for any sea fishing from shore or boat under the Marine Fisheries Act and NN 48/2026. The only exception is a child under 14 using one handline with one snood. This page covers the sea licence only.
A recreational sea fishing licence (dozvola za rekreacijski ribolov na moru) is required for sea rod fishing. It applies to everyone from 14 up, from the rocks or from a hull. A parent standing beside a child still needs their own ticket. Buy it before the first cast. The 2026 rulebook applies from 1 June 2026.
Forums still claim shore fishing is free. The Marine Fisheries Act does not split “just from the rocks” and “from a rental boat.” Both need the paper. The exception is narrow: a person under 14 fishing with one odmet (handline) with one snood, with or without a rod. That is the whole exception. A second snood, or any caster from 14 up, needs the ticket. The parent on the mole is the usual miss.

How much does a Croatian fishing licence cost in 2026?
Short-term recreational sea licences cost €10 for 1 day, €25 for 3 days and €45 for 7 days (NN 48/2026, from 1 June 2026). A 150-day ticket is €99.54 for adults; the annual is €66.36, sold 1 December-1 March.
Adults, minors, people 65+, island and Pelješac residents, pensioners and HRVI each have a line (Članak 6). Short-term fees are the same for recreational and sport. Annuals sell 1 December-1 March at the official shop or ministry desks. The adult recreational annual moves to €75 in 2027. The seven-day fee is €45, not €40. Older pages still show €7.96 / €19.91 / €39.82; those ended on 1 June 2026.

A 150-day licence €99.54 for adults starts the next day, not before 3 March 00:00, and ends 31 December (Članak 4). Miss the annual window and you stay on 150-day or short-term tickets.

Where do you buy a Croatian fishing licence officially?
At the official online shop, at ministry offices or at authorised sellers. The email confirmation with its serial number plus your passport or ID is the licence. The ticket goes live one hour after purchase.
Three official channels issue the same state ticket. Recreational buyers use the shop; pensioner-under-65 and HRVI annuals are desk-only. Pay, keep the email and serial number, and match the ID to the form. The clock starts no earlier than one hour after purchase.
Buy only at ribarstvo.mps.hr. The other official paths are Directorate of Fisheries offices and authorised sellers on the ministry distributor list. The confirmation is the licence: serial number plus ID. Form data must match the passport or identity card you show.
Pensioner-under-65 and HRVI annuals are not sold online (Članak 18). Sport short-term tickets also exist on the ministry shop; annual sport goes through member clubs.

Which licence do you need: recreational, sport or a special?
Visitors with a rod need the recreational licence; no club membership. Sport licences run through member clubs and add spear guns and big-fish specials. Specials (stationary longline, pots, osti, lights) attach only to an annual licence, never a day ticket.
Visitors buy recreational. Club anglers buy sport. Only annual holders add specials. Recreational is sold online; sport runs through HSSRM; specials attach to an annual. Short-term state fees are identical for recreational vs sport.

The shop states the recreational ticket is not valid for ribolov podvodnom puškom. Tuna and swordfish hook-and-line is a sport special.
Is the licence different for shore and boat fishing?
No. One recreational licence covers rod fishing from shore and from a boat for one price. Gear limits are the same list; from a vessel rod-and-reel drag stays under 30 lb. A skipper's licence (voditelj brodice) is a separate document.

Recreational gear is two odmet (handlines), two kančenica (rod-and-reel), two trolling lines (panula), two cephalopod jigs and two worm traps (Članak 7). From a vessel, rod-and-reel drag under 30 lb stays below the large-fish threshold of 30 lb / 13.608 kg (Članak 3). Spear guns stay on sport. Stationary longline, pots, osti and lights need the annual plus special.

What changed on 1 June 2026 under NN 48/2026?
Short-term prices rose to €10, €25 and €45; validity is counted in hours (24, 72, 168) starting at the earliest one hour after purchase; lampuga catches are reported in mRecFish from 15 August 2026, wider reporting from 1 January 2027.
Four changes hit a buyer this week. Every short-term holder faces the new price and clock. Lampuga anglers report from mid-August 2026. Most adult holders report from 2027. Buy at least an hour before you fish; file within 24 hours. Dates: 1 June 2026; 15 August 2026; 1 January 2027; 2030 for minors, HRVI, pensioners and people 65+ (Članak 4 and Članak 15).
Prices moved from €7.96 / €19.91 / €39.82 to €10 / €25 / €45. A ticket goes live no earlier than one hour after purchase: buying during an inspection does not cover that session. Validity is 24, 72, 168 hours, not the calendar day. A 1-day ticket bought at 16:40 is live from 17:40 and ends at 17:40 the next day. mRecFish: lampuga from 15 August 2026; most adult holders from 1 January 2027; minors, HRVI, pensioners and 65+ from 2030. Report within 24 hours.
On Istrian evening sessions I buy before I leave the apartment. A 16:40 Tuesday purchase is live from 17:40, not at midnight.
What can you keep on a recreational licence?
Up to 5 kg per person per day plus one trophy fish; 2026 headcounts: two octopus, one grouper, two large sea worms. No sharks or rays, no selling the catch, and minimum sizes apply by species.
The bag is 5 kg plus one trophy fish plus the 2026 headcounts. Every recreational holder is under that cap. Mark listed keepers by cutting the lower tail fin. The bag is daily. Parks and closures need their own permit.
The Marine Fisheries Act sets the 5 kg plus one trophy fish cap; the 2026 rulebook adds headcounts and marking (Članak 8 and Članak 11). Headcounts: octopus 2, grouper 1 (all kirnja together), large sea worm 2. Sharks and rays: 0. Sale of catch is banned. Listed keepers need tail-fin marking.
Parks such as Kornati, Brijuni and Mljet need a separate permit; a day ticket is not valid there (Članak 13).
Minimum sizes are not printed as centimetres in the 2026 sea-licence rulebook. Članak 8(2) applies the fish-protection annex (NN 64/2023 Table 1):

Do you need a different permit for Slovenia?
Yes: a Croatian licence does not cover Slovenian water off Piran and vice versa. In Slovenia recreational shore fishing needs no permit, but fishing from a boat does. Cross toward Umag and you are back under the Croatian ticket.
Two countries, two papers. Piran-based visitors who walk to Umag, and boat weeks that start on the Slovenian coast, need the matching paper for each side. Shore in Slovenia: no permit. Boat in Slovenia: a Slovenian sea fishing permit. Croatian water: the Croatian ticket. The duty starts from the first cast on either side.
A Croatian ribolovna dozvola is not valid off Piran. Slovenia: shore no permit, boat permit, the opposite of the Croatian “same ticket” rule, and the Croatian shop never states it. Worked example: Piran rocks without Slovenian paper; a boat in the Bay of Piran needs the Slovenian sea fishing permit; Umag needs the Croatian ticket.
Where do you fish once you have the licence?
Open the coast guide for your base (Istria, Kvarner, Dalmatia or the Slovenian side), read the depth band and seabed, then pin the water you will fish. The free map needs no card.
The licence makes the session legal. The map makes it a plan. The urgent visitor fishing this evening goes coast guide → depth band and seabed → pin → free map. Do it tonight. Coverage is Trieste-Ancona, Slovenian coast, Istria, Kvarner, Dalmatia. AlgoCatch is the planning chart after the paper; it does not issue the ticket. Do not walk to the nearest mole because the beach looks right from the road. Read the Folk-5 class and the depth band at the pin you will actually stand on, and change place if the bottom does not match the fish you came for. Then fish only inside the hours your ticket is live: if you bought at 16:40, do not cast before 17:40. When the week is long enough that the free map is not enough, take a free map or Week Pass and keep the licence email on the same phone.
